Org. Setting and Reporting
This position is located in the Compensation and Classification Section (CCS) in the Office of Human Resources (OHR) of the Department of Management Strategy, Policy and Compliance (DMSPC). The Human Resources Assistant will report to the Human Resources Officer and the Senior Human Resources Assistant, and provide technical/programme support to the team responsible both for the conduct of salary surveys and for the promulgation of the results of salary surveys as well as administrative support (e.g., recruitment, financial management, procurement).
Responsibilities
Under the supervision of the Human Resources Officer and the Senior Human Resources Assistant, the Human Resources Assistant: - Supports with: (a) carrying out administrative tasks in order to facilitate the conduct of comprehensive salary surveys and the promulgation of survey results by (initiating standard correspondence for the preparatory phase of the survey; (b) obtaining the latest local legislation on salaries, social benefits and income taxation and analyzing them with Human Resources Officers in the team; (c) constructing salary scales based on survey data; (d) compiling documentation for the meetings of the Headquarters Steering Committee on salary surveys and taking notes during meeting of the Steering Committee; (e) drafting Global Announcements to the UN Common System organizations to promulgate the survey results; (f) generating and compiling documents for reporting to the comparator employers and transmitting those to the Local Salary Survey Committees (LSSCs); (g) ensuring the proper filing of all related documents, and maintaining the databank on comparator employers; (h) updating the OneHR webpage on salaries; (i) responding to queries on salary matters from internal and external sources. - Supports with processing interim salary data submitted by the LSSCs in order to ascertain the amount of adjustment, if warranted, to salaries and allowances and to implement the results by: (a) reviewing the completeness and accuracy of salary data and computations presented by the LSSC; (b) ensuring that the data on salaries and allowances from each comparator employer are in line with those approved during the comprehensive survey; (c) reviewing the latest local legislation on salaries, social benefits and income taxation, and making the necessary adjustments to the formula on the spreadsheet; (d) obtaining additional information and/or clarification from the LSSC, where required; (e) discussing complex issues with the compensation officers or with the senior salary administration assistant, such as calculation or handling certain salary survey data; (f) creating revised salary scales reflecting the above adjustments; (g) drafting Global Announcements to the UN Common System organizations to promulgate the results of the interim survey; (h) peer review interim surveys conducted by other colleagues; (i) undertaking tasks relating to the filing of documents, maintenance of the databank and the HR Information Systems. - Provides administrative support with respect to the procurement of goods and services, the processing of invoices, financial management (e.g., budget and cost-recovery contributions) and the recruitment, on- and off-boarding of personnel. - Supports with the annual calculation of the rates of Mission Subsistence Allowance and the processing of requests for ad-hoc Daily Subsistence Allowance rates. - Performs any other functions as may be required to support the team.
