In this role, you will lead the bidding process for an offshore wind project, provide strategic direction in collaboration with the Project Manager, and handle the submission of bids in tenders or auctions to secure exclusive project development rights. Projects may be pre-surveyed areas and/or non-pre-surveyed areas under the current and planned German system tendering system under the Wind Energy at Sea Act. You will ensure that you have a clear understanding of the path to success and develop a targeted strategy to ensure success in the tenders. Your role is complex and you will bring your technical and commercial expertise to the table as well as leveraging the expertise of the project team and global functions. As a confident and independent Project Manager, we offer you the opportunity to use your existing skills to further develop RWE Offshore's capabilities in the highly competitive offshore wind auction / tendering sector. Your main location will be in our offices in Hamburg or Essen, with the possibility to work remotely. Your disciplinary superior will be the Head of Development Services Germany.
Your future plans:
- Coordinate the development of a holistic bid strategy within the project team in close collaboration with the Project Manager. This includes, among other things, various possible options as well as a recommended course of action for the internal committees. The content will depend on the particular auction, but will include all relevant success factors and the proposed strategy on how to address them, e.g. price component, project schedule and qualitative success factors.
- Manage the requirements resulting from non-price auction criteria with the goal to deliver a competitive and compliant bid.
- Coordinate the pre-bid schedule and the SODAS process.
- Prepare decision relevant documents for senior management
- Prepare, manage and submitbid documents. This includes potential prequalification requirements. Ensure that submitted bids comply with the bidding rules.
Build expertise in auction rules and support the regulatory department as expert within positioning and consultation processes. -
Your profile: - A degree in business administration, engineering, renewable energy, or a similar numerical field is expected, as well as demonstrated experience in a commercial environment
- Proven relevant professional experience in projects, including strategy, bid management and business development project management.
- Knowledge of offshore wind energy and in particular in the development of offshore wind farms and a general understanding of offshore wind turbine components, including cost drivers and key risks and opportunities;
- Ideally knowledge of the German Wind Energy at Sea Act and the latest German CfD and Beauty Contest auction system and its impact on project development as well as the framework conditions of grid connection;
- Act on own initiative to drive own development, as well as enhancement of professional competencies, skills and knowledge in commercial, technical, legal and policy areas
- Experience in project development, ideally in the renewable energy sector;
- Business development experience in a complex commercial, technical and legal environment;
