Job Description
The Site Manager is the primary on-site representative responsible for oversight of the contract operations and maintenance services of Air Combat Training Systems installed. This position requires either a DCID SECRET Clearance or the ability to obtain one. Prior aircrew or intelligence experience highly desired (know and understand ground-to-air threats parameters, procedures and be able to provide guidance to threat operators). This position is also responsible for providing operational support to combat aircrew flying and training in 4th and 5th generation fighter aircraft in the European theater of operations. The position is expected to contribute at Subject Matter Expert level to enhance and advance combat training during local training missions and training deployments. Selected candidates will coordinate efforts with USAFE aircrews and Air Combat Training Pod technical engineers to ensure mission data is compatible with mission requirements. Most importantly, the position will assist in facilitating combat training by providing real-time kill removal and LVC mission support to increase realism of air-to-air sorties and will train aircrews to perform as RTOs and scribes on display systems and sub-systems.
The duties and requirements of this position include but are not limited to the following:
PRIMARY DUTIES AND RESPONSIBILITIES:
- Accomplish all supervisory duties for all other Technical Services Division employees at this site to include, but not limited to, personnel appraisals and approving leave. Validate all time sheets and travel requests prior to submittal
- Interface with Government representatives for all site-specific contract issues, including scheduling, planning, and project coordination. Attend scheduling meetings and conferences, and maintain direct coordination with the on-site QAE/COR
- Manage available resources (human and material) to ensure timely and efficient accomplishment of quality operations, maintenance, and training services
- Development of site daily, weekly, and monthly schedules
- Gain/Maintain qualification to perform RTO duties (as required) as stated in AFMAN 13-212, AFI 11-214 and AFI 11-102 Volume 3
- Operate, monitor, and perform RTO duties on the ICADS display systems and sub-systems, including the Link-16 Battlefield Operations Support System (BOSS) in support of Air Combat Training missions
- Utilize Link-16 and UHF/VHF radios to inject virtual and constructive tracks, threats, targets and messages to facilitate realistic training of both Close Air Support and Dynamic Targeting sorties.
- Ensure compliance with on-site security requirements and monitor COMSEC accounts/material
- Ensure operations, maintenance, and training services are accomplished, controlled and reported in a timely manner. Ensure RAMPOD requirements are complied with
- Ensure effective availability, use, control, accountability, and maintenance of GFE and CFE tools, equipment (including vehicles), supplies, and TMDE management and calibration. Manage applicable supply accounts (e.g., inventory management, cataloging, and property utilization)
- Interface with Government representatives for all duties/issues as assigned, including scheduling, planning, and project coordination.
- Attend meetings, briefings, and mission planning sessions to maintain direct coordination with the wing or squadron leadership
- Ensure compliance with BSEn Quality Control and Safety Programs
- Other duties as required
